Storm Update


Kendal at Lexington staff spent this fair weather day conferring with representatives from the City of Lexington, Rockbridge County, Dominion Power, Spectrum engineers, and the Nielsen construction team to evaluate the impact of yesterday’s torrential rains on our construction project.  We have been very fortunate to have experienced limited damage. 

We expect that recommendations regarding our storm water management system to be forthcoming and electrical repair work on our campus to occur next week.  We will provide additional information as it becomes available.

Statement of Kendal at Lexington Regarding Flooding Due to Heavy Rain

Due to the unusual amount of rainfall, there has been a breach of water retention mechanisms on Kendal’s construction worksite and water is flowing into some neighboring areas. Kendal at Lexington regrets this situation and is actively working with the City of Lexington, project contractors and engineers to assess and alleviate the issue.
Per requirements, sediment basins are designed to contain 134 cubic yards of water per acre of disturbed area. The water management installations were designed in excess of that requirement.  It is suspected the torrential rains we received today were of an historic nature and exceed expectations.

Kendal at Lexington’s property has been affected as well.  All hands are on deck to address the situation.

Construction update 8/28


 

 

 

 

 

 

The construction crews have identified a rock formation that must be removed in order to install sewer and water infrastructure in an area on the Kendal property that abuts the homes on Rebel Ridge Road.  Having weighed the options, it has been determined that blasting will be used to remove the rock.  

The contractor has made arrangements for additional surveys to be conducted on the homes located at 112, 110, 108, 106, and 104 Rebel Ridge Road even though they are located outside the 300 foot blast radius.  The surveyors plan to be in the neighborhood on Friday, August 31st to perform the surveys.

Blasting is likely to begin after Labor Day and will continue intermittently for about two weeks.  The blasting contractor will adhere to all previously established blasting protocols.

Construction Update August 10, 2018


Excavation for the Cottages and Main Facility sites continues.

 

Installation of water main has begun for the Cottages, several cottage pad sites are complete, and the first foundation is planned to be poured August 10. 

 

Work to break up the rock on Sediment Basin #2 (Rebel Ridge area) continues. The excavation of the pond is expected to continue for the next couple of weeks.

 

Blasting is expected to resume the week of August 13, with the blast to take place in the vicinity of  the Cottage site construction trailer.  

 

A determination as to additional need for blasting for the stormwater, sanitary and water main installation at the east end of the property (Rebel Ridge area) and adjacent to the Health Centers is pending. All options are being considered.

Stop Work Orders Rescinded

General work at Kendal will resume on July 2.  Blasting may resume on July 5, with the following conditions:


Kendal will:
  • continue notifications by e-mail and blog postings,
  • add text messaging upon request,*
  • send messages in the morning with anticipated blast times,
  • send follow-up messages approximately 20 minutes prior to each blast.


The contractor will:
  • replace the siren with an air horn and increase the decibel level,
  • limit the number of bores of each blasting round, 
  • place a minimum of two feet of overburden (soil to deaden the impact) on top of the blasting round, and
  • cover the overburden with two layers of blast matting prior to detonation.

Blasting incident on June 13


Kendal at Lexington is committed to carrying out construction and renovations on our campus in the safest possible manner. Yesterday when Nielsen Builders informed us that a blast did not go as planned, we immediately halted all further work and began investigating what had gone wrong.  We are deeply thankful that no injuries resulted from this mishap, and we are working to determine what caused the problem.

 

We were grateful to have the expertise of the Fire Marshal on site at the time, and before the blast Kendal had been assured that all safety requirements had been taken into account. The impact of this event on our neighbors' sense of safety and well-being is a very serious issue, and we will be communicating with them about what happened before work resumes.

 

We have directed Nielsen Builders to advise Kendal of the result of their investigation, and we expect to receive that information by close of business on Friday, June 15. We will not allow any further blasting until we can ensure that it can be done in a completely safe and controlled manner.

At today’s event all protocols, including the use of warning sirens, were followed, but there was an unexpected occurrence with the blast. The Fire Marshal was present and is assisting with an investigation.   All blasting has been suspended until the investigation is complete and we are comfortable that we are proceeding safely.

Blasting Information


 

Upcoming Blasting:

Blasting is scheduled for the week of May 21-25, 2018.  Blasting is expected to occur near Sycamore Lane, Confederate Cove and Rebel Ridge.  All is dependent on weather, site conditions and equipment.

 

Time of Day:

Blasting events are planned between the hours of 9AM to 4PM in accordance with the permit.  Only under unusual circumstances and with the approval of the Fire Marshal would blasting occur outside of this range.

 

The timing and frequency of the blasting events are determined daily and may change due to factors such as weather, site conditions and equipment.

 

Warning Sirens:

Sirens are sounded prior to and after each blast event.  The sirens are intended to clear the site work zone (300’ radius).

 

Sirens may not be heard by persons outside the work zone.  Conditions such as distance, wind, topography and location of the blast may make the siren inaudible to persons outside this work zone.

 

Compliance:

Blasting events are monitored for regulatory compliance by the City of Lexington Fire Marshal and/or City of Lexington Building Official.

 

The blasting company has controlled and limited the size of each blasting event to be within approved regulatory guidelines

 

Blasting occurs only when alternate solutions have been explored and blasting has been determined to be the better alternative.

 

Individual neighbor concerns are being logged, acknowledged and attempts at contact have been made.  Follow up contacts have occurred.

Wednesday, April 25th


In the process of developing the water management system, it has become necessary to remove rock by blasting.  The blasting will be occurring on the northwest area of our campus in the area abutting Confederate Cove.  The blasting may begin as early as Friday, April 27th at this location.  Weather permitting, blasting may occur periodically throughout the next week.  Additional information will be shared as it becomes available.


Just before the contractor conducts the blast, a siren will be sounded.  There will be three (3) short 20 second blows before each blast.  When the blast is completed, one long horn will be sounded as the all clear signal after which normal work will resume.


Please be reminded that fences currently demark the work site.  “No Trespassing” signs have also been posted.  For your personal safety and wellbeing, please do not enter the work areas without permission and appropriate safety equipment.

Fences


The quiet phase of our expansion and renovation project is over!  With the approval from the Department of Environmental Quality (DEQ) in hand, Kendal at Lexington is marching forward in double time. 

 

Many fences have popped up all over the property.  Some of the fences are erected for safety reasons, demarking the construction zones and are intended to discourage individuals from entering the area without permission and safety equipment.  A second set of silt fences are being built to limit the undesired movement of soil. 

 

And, as you can see, the relocation of soil has begun.  Among the first projects to be tackled is the development of the protective storm water drainage and detention basin system on the portion of the property located in the City of Lexington. 

 

You may also notice the creation of a temporary roadway extending from the ridge towards Kendal Drive and then looping around behind the first Sycamore Lane cottage towards the newly acquired property.  This is the route that will be used to relocate the excess soil on the property behind the cottages.

 

In preparation for the additions to the Borden and Webster Centers and the new cottage construction on the ridge, substantial utility work is being addressed involving the relocation and installation of gas, water, and electrical lines. 

 

We ask for your patience.  It will be several months of noisy, dusty, soil relocation before the new construction begins.  Stay tuned.

With approval from the Department of Environmental Quality (DEQ), Kendal at Lexington will be moving from the quiet, planning phase to the active, dusty, and noisy site development phase.  Heavy equipment has begun to arrive.  We can look forward to the construction of silt fences and the sound of trucks relocating excess soil. 

During the construction, Kendal residents may expect to have the water turned off on about three occasions in the near future, with the first occurring as soon as Tuesday, April 10th.  We anticipate that the water may be shut off for as long as 4 hours between 1:00 PM and 5:00 PM.  At this time, we are uncertain as to the areas that will be without water; we will let you know the specifics as soon as we receive the final plans.

Pre-construction Home Surveys


Construction will soon be underway at Kendal at Lexington.  Blasting may or may not be necessary, but in case it is, VCE, Inc. has been hired by Blue Ridge Rock Services to perform pre-construction surveys on specific homes surrounding the construction project.  Engineers from Spectrum Design have determined which homes will be surveyed.

A pre-construction survey consists of documenting the current condition of the interior and exterior of a home prior to blasting using still photographs, diagrams or video.  This service is performed at no cost to the owner and benefits both the property owner and the construction company by providing a benchmark if any changes in the condition have occurred.  Of course, owners have the right to refuse the inspection.
If you have received a letter regarding these inspections, please contact VCE as soon as possible to schedule your survey.  If you have not been contacted, no action is necessary at this time.
